You are of course aware that the question of Hong Kong's becoming a member of the CCC is a live issue. The wording of Article 11 of the Convention casts some doubt on whether Hong Kong can become a Contracting Party to the Convention even if it has become a member of the CCC, since it may not qualify as a member state of the Ccc. And since the Harmonised System Committee to be set up under Article 6 is to be composed of representatives from the Contracting Parties, it seems that Hong Kong may not be able to become a full member of the Committee even if it is a member of the CCC and is applying the HS. I should like to know the Secretariat's views on these points.

Since the time to ratification is now short and decisions have to be made very soon, I should be most grateful for an urgent response.
