Financial obligations designation of
authorized officials under Financial Rule 12 (a) (v)

No official may incur financial obligations on behalf of the Council without express authorization from the Secretary General or from the officials empowered by him to act on his behalf.

These officials are :
The Deputy Secretary General or the Head of the Division of Administration, for expenditure exceeding BF 50,000 and the Deputy Head of the division of Administration for expenditure not exceeding BF 50.000. In the case of goods or services costing more than BF 5,000, an order form countersigned in advance by the Finance Officer or by the Accountant is required.
The Heads of the Interpretation and Translation Services, for the engagement of temporary interpreters and translators. They shall be responsible for ensuring that their budgetary allocations are not exceeded.
In the absence of the authorized officials and where the circumstances so require, the Finance Officer may authorize expenditure or place orders. Any such action shall be reported to an authorized official as soon as possible.
