In no case, however, shall the Auditors include criticism in their audit report without first affording the Secretariat an opportunity of explanation to the Auditors of the matter under observation. Audit objections to any item
in the accounts shall be immediately communicated by the Auditors to the Secretary General.
The Auditors shall prepare a report on the accounts certified in which they should mention :
(a) the extent and character of their examination;
(b) the deficiencies and defects in the accounts or in the
accounting system revealed by the audit.
The Auditors shall certify the financial statements in the following terms
The financial statements of the Council for the financial year ended 30 June ... and for the year ended 31 December
as respects the Council's Provident
Fund have been examined in accordance with our directions. We have obtained all the information and explanations that we have required, and we certify, as a result of the audit, that, in our opinion, the financial statements are correct".
adding, should it be necessary,
"subject to the observations in our report".
The Auditors shall have no power to disallow items in the accounts, but shall bring to the notice of the Secretary General, for the appropriate action, any transaction which in their opinion may be of doubtful legality or propriety.
