Her Majesty's Principal Secretary of State for Foreign and Commonwealth Affairs presents his compliments to his Excellency the Italian Ambassador and has the honour to refer to the Embassy's Note No 286-A.1 of 25 February, proposing under article XX of the Convention the extension to Hong Kong of the bilateral Double Taxation Convention of 1960, and to the Secretary of State's Note of

11 March 1987.

The Foreign and Commonwealth Office have consulted the Hong Kong Government who have advised that their current policy is for Hong Kong not to enter into double taxation agreements. The Secretary of State regrets therefore that he is unable to accept the proposal in the Embassy's note of 25 February.

The Secretary of State avails himself of this opportunity to express to the Ambassador the assurance of his highest consideration.
