Representative Government in Hong Kong. The Survey Office
Report has been published. It is a highly technical document, from which firm conclusions cannot easily be drawn.
If asked, Lord Glenarthur should stick to
the line that the Report is still being studied and it would be premature to anticipate the Hong Kong Government's White Paper, which is to be published early in the New Year.
