1. I attach a copy of the Commissioner of Banking's report for 1986 (our only copy and I should be grateful for its return).
Hong Kong will decide on 17 March whether or not the report should be published. We think it probably worth submitting to Mr Renton and before we do so would be grateful for any comments/observations you may have.
