I think Mr Lei has already made the point in the Auditor's Report, there was other construction works going on in the vicinity. I might
mention there was a hotel going up right across the road from Queen Elizabeth Stadium. And the photographs of the site at that time will indicate that that building was also under construction at the time. It is quite possible, as Mr Lei says, that the water table could have been affected by development going on in the area and the water table consequently being kept down to a reduced level.

question and that is, it was alleged by the construction company that
the project in doing that particular project, the Engineer
specifically instructed them to cast the concrete in the basement slab and walls in a particular manner and sequence. Now who is the engineer, is this the engineer of the consultant?

"In the letters which you enclosed with your request
the contractor has stated that he had been instructed
to construct the sub-structure in a particular manner.
Our records show that no instructions of this nature
were ever issued. We are unable to find any confirmation
of verbal instructions to the same effect."
This letter was written shortly after that period.
