Mr Chairman, following on that, you did
say that even if he sought guidance, it would not be proper for you to give him guidance because it is within their purview to get the job done properly. Now for normal building of domestic flats or factories one would have accepted that. May I be enlightened as to this particular job, whether there are special features which a normal contractor would rely on the expertise of the consultants to give him guidance when he finds that certain parts of the work that he has done does not produce the desired result, for instance stopping water from leakage. my question is that if it is found that the work was deficient, would it have been the proper procedure I don't know because I am a layman that you would report that this particular firm was not performing their duties to get it right and perhaps the contract would be stopped and given to another one.

No, I think it all gets back to the point
I made before that bad concrete work essentially is not discovered until such time as the form-work or the shuttering protecting or
encasing the concrete is removed. At that time it would become immediately evident to the Clerk of Works as it would to the
structural engineer that there was honeycombing in the concrete.
At that stage we then instructed the contractor to take certain
remedial measures at that particular time. As I recall, we even instructed him to demolish one of the walls and rebuild it again,
it was so bad. The decision was made in consultation with the
Architectural Office that a certain approach would be made to the
rectification of that concrete and this was agreed in meetings with
the Architectural Office, the liaison engineers, liaison and the consulting engineers.
