MR BURDETT:

Sir, with respect, this is one of the

great problems that the consultants labour under. Allegations are made based supposedly on the report but they don't really

CHAIRMAN:

Could I read that. If it is wrong

please point it out to us. In paragraph 137 in the middle of

the paragraph said [reads]:

"During the construction period the contractor informed the consultants that the waterproof concrete would hardly be able to restrain leakage of underground water and requested that consideration be given to the provison of a tanking system for the whole basement."

Is that a correct statement?

MR BURDETT:

It is certainly true that the contractor

suggested that tanking should be used but I believe that I have

Tanking was simply not

But my question is, he is of

the opinion, he says, he informed the consultants that waterproof concrete, that is the subject, not the tanking "waterproof concrete would hardly be able to restrain leakage of underground water".

MR BURDETT:

The simple answer, Sir, that he is wrong

about that, and Government

Government thought that he was wrong

as is illustrated by the letter that I have just read out which was written some time after he made that suggestion.

CHAIRMAN:

Yes, Peter.
