May I call the meeting to order. This morning we are dealing with paragraph 136 to 145 of the Director of Audit's report, Queen Elizabeth Stadium. We have a representation. May I call the representatives of the consulting firm to appear before the Committee.

Good morning, gentlemen. Yes, we are dealing with the Director of Audit's report, item 136 to 145, with regard to Queen
Elizabeth Stadium, the water leak in the basement.

when we asked questions of the Director of Architectural Services.
We have received your written submission of your case very recently.

MR MOTTRAM: Not at this stage, no.
CHAIRMAN: Not at this stage. In other words, what you
submitted to this Committee of your point of view with regard to the
Queen Elizabeth Stadium and what happened
MR MOTTRAM: I don't have anything to add to the written
report which was given to you, apart from the comments with regard
to the verbatim report, specifically one comment in the verbatim report, if I may.

a look at page 59, line 7 starting with Mr Cheong, I won't read it
out, it is fairly self-explanatory, however the comments concern the
services of the consultants.

we are shocked to hear for
the first time that such an action is even contemplated and most
concerned at the public condemnation without reference to all of the available facts and without a right to be heard, I respectfully suggest
that this amounts to an abuse of the immunity enjoyed under the Powers
