Report, paragraph 78 - 86 on low efficiency in the Correctional
Service Industries. May I start off to ask the Secretary for Security
that in your opinion the CSI, Correctional Services Industry, the
productivity of this particular operation is low. that assessment in the Report?

Against the background in which this work
is done, I don't. What I think we have got to bear in mind is that
in this prison industry business there are three main objectives.
The first one is to keep the prisoners gainfully occupied in some form of constructive work. This is particularly important in terms of the discipline within prisons. Countries which do not employ their prisoners gainfully end up with prison riots and worse. record in terms of prison riots is exemplary compared with other
parts of the world. At the present time in my view, I don't know
26 whether my colleague here will agree, there is tending to be a
degeneration in terms of prison behaviour worldwide, particularly in Europe and the States.

The second objective is to teach these prisoners how to
work. I am afraid it is a characteristic of prisoners that they get
into prison by and large because they prefer to make their earnings
by stealing, robbery, burglary, rather than actually getting down to it as everyone else has to do and doing a job of work.
