DD (T): Yes, I would say that it is cost effective

because we have a pay-up rate of 88 per cent now. Part of that I accept is due to changes in the legislation but also part of it is due to some degree of certainty that you will be traced in due The letters that are sent out to people as I think the Commissioner quoted earlier had produced some $7.2 million since 1981, I think, and in fact many of those letters will have been as а result of being supplied updated information as to the addresses of the owner, the driver, etc. So I would say, yes, it is cost effective, extremely cost effective I would think.

C of P: In fact, as I mentioned, we have been reducing

staff in that section and that exercise is still carrying on. In

October steps were taken to reduce the number of staff, PCs over 21 strength from seven to four; in April the strength of the clerical

22 officers was reduced from ten to nine; in May the strength of

clerical assistants from 29 to 28 and in June this year the strength of sergeants from two to one and police constables from four to two.

Staff has been reduced. Now we have the benefit of the last

Organisation and Methods study of course, the Director of Audit

didn't have the benefit of this study, I accept that, but we have

the benefit of that. We are now in negotiation as a result of that study and when we have these negotiations complete, which

will not be long, then we can see about getting the strength exactly right to cope with the current work flow in the Section.
