There was certainly a reduction in the workload

8 relating purely to the number of tickets, as the number of tickets

declined. That was always offset to a certain extent by the increase

in workload which was occasioned by the rising number of enquiries

and the number of reports which were generated by the computer which

then had to be serviced. I think overall it would be correct to

say there was a decline in the workload.

C of P: I think the reason for the delay in responding, the decline in the rate of tickets was identified but up until that

time tickets had consistently risen, the number of tickets and the

workload had consistently increased. The previous measures which

had been taken of raising the penalty for fixed penalty tickets,

had not produced a reduction in workload. This was the first time

that a reduction in fact resulted from an increase in penalties.

Previously prices had gone up and there hadn't been. So I think

it was a question of waiting to see a little what the effect of

the new measures would be, of waiting to see the effect of the transitional period of exchange from one computer system to another, and hoping to get an Organisation and Methods study which in this

very complicated area was felt to be the best way of determining 31 the staff load. One other point, of course, is during this

time there were two new major changes to traffic legislation which

were due. One was the double penalty system in April and second was the new Road Traffic Ordinance Cap. 374 which took place in August. A hot line was set up within the Unit to deal with public enquiries on the new laws, in particular those parking laws, but
