have been built in anything like the original programme time was to work simultaneously in each of the four quarters of the structure. This however was quite impossible for reasons which have been previously stated. As each problem occurred, the men had to be re-deployed whilst the problem was being

overcome.

The deployment of labour was particularly difficult due to the sequential effect of construction and order of procedures. For example, ring beams must be stressed prior to ribbed beams, which necessitated a complete halt of other trades while one trade was working. Coupled with the numerous technical problems, the hazardous working conditions due to the steepness and slenderness of structural members, selection and deployment of labour could not be inflexible and therefore specific four- gang system of every trade would be expensive and most impracticable."

I mean that is the nature of the problem. You got to stop and

re-deploy men whilst the problem was being solved.

Then he goes on

on page 14 to deal with the difficulties of even steel-fixing.

MR CHEONG: Yes, well, I have read the report and I am fully

familiar with it. May I ask one thing; on page 12 of the report, paragraph 3.6 on "Site supervision", Mr Andrew said [Reads]

"At the beginning of the project, the work had been supervised by a fully experienced and academically qualified general foreman.

Could I ask whether he was on site or off site ?

On site.

attention that it was not the experience that was queried by

the Director of Audit. In the Director of Audit's report, it was

said "expertise" and not "experience." I wish to set the record
