on Bills of Quantities, and don't forget even at the beginning of the bidding there were certain simple drawings or at least drawings provided to substantiate the Bill of Quantities, even if there were

no detailed designs provided at that stage, I can understand that it

would be possible to bid on the Bill of Quantities, but when the

contractor would have accepted the offer or the tender and when the
