In other words, this one, this project how does anybody bid without
detailed drawings of the construction of this project ?

MR CHEUNG : Well, this went out to tender, not only
Technic bid for it. Everybody else bid for it.
CHAIRMAN: Well, fine. I think somebody should be sensible
enough to ask for all the detailed drawings before you could put a
sensible bid in. I am sure this Committee doesn't know what happened
at the time, but in view of, understandably, there were statements
made about lack of detailed drawings, etc, but how was this contract was bid by your company ?
MR CHUI : The bid was according to the Bill of Quantities

which specified the amount of work and the amount of material to be
used in this project.

MR CHEUNG: Take one example, Sir. The amount of steel
required was, in the end, rather double what was in the Bill of
Quantities. That was because of a number of factors, change of scope
and so on, but you bid at a rate of so much per ton of steel, So
much per linear foot of woodwork and so much per cubic foot of concrete.
If it turns out more is involved, then you use the rate on which you bid to multiply by the final figure.
