in advance. Mr Lei, at the bottom of the page, said, "Experience is something he has not got." I am not quite sure what Mr Lei meant
because he said it is not due to any lack of efficiency or organisation, on page 2, lines 32 and 33. He goes on at page 8, to say: (Reads)

CHAIRMAN: May I state it very clearly that this Committee's concern, particularly with this Hung Hom Coliseum project, was as it started estimated at $69 million and later revised to $88 million
and it turned out to be a $163 million project. Obviously, not only the Director of Audit is very concerned about the cost of this project, the overrun of this project, and secondly, that we notice there is a long delay. Therefore, this Committee must find out the reasons for the delay and it is stated in the Director of Audit's report, giving the reasons for the delay, and there are some comments made in the report and we are interested in statements in paragraph 151, that the problem was aggravated by the performance of the superstructure contractor who proved to be lacking in organisation and expertise. So we are trying to find out anybody else in the world has ever built a supersturcture as the Hung Hom Coliseum or if this is a kind of a test case in Hong Kong. If it is, then it is quite troublesome that there was no proper design and drawings provided to the superstructure contractor. Now, I do have a question; how do you bid for the
