I believe that the situation demanded

essentially that the in a normal situation, that the policy should have been taken up with the Executive Council. It was a policy 16 departure. It wasn't really the affair of the PWSC or the Finance

Committee. It was a question of the policy. Was one to follow the 18 policy or not to follow the policy which had been set down by the

Executive Council.

From what you said, Mr Secretary, it appears to us that there has been set policy determined by Executive Council and whoever in Government who applies those policies, whatever his

personal opinions are, he should stick to the policy. That is the first point. The second point is that he feels that in that period of time there ought to be or there was anticipated review of the

policy, but that didn't happen. In fact has it ever happened that that policy has been revised? Was he justified in neglecting what is the stated policy. What his channel should be to persuade Government 32 to change the policy, and in fact has the review or anticipated review
