When dealing with a client department we always tell them that there are procedures for variation after the start of the contract and I myself, would view it with an open mind because even during the design or during the construction of a certain project, if you can see that by what you are doing is wrong, you have to make a decision as to whether you should pay the price of changing, otherwise we would probably build a white elephant. Changing circumstances, you know, affect the requirement. This is something that is very difficult. We know it is expensive. think the Government knows it is expensive to change during construction but if you don't change you might end up with something which is not quite useful.
