Mr Director, may I refer to paragraph 149 There was a statement saying that when the Finance Committee approved the project, they were informed that the structural form of the inverted pyramid design of the Coliseum was simple and relatively economical to construct and why, what was thought to be a simple and relatively economical design turned out to be extremely complex, expensive and difficult to construct, and whether the difficulties encountered should have been foreseen by the professionals within your Department.

Firstly the design in concept, is simple very simple and without detailed investigation and detailed study. the difficulties arising from the actual construction cannot be
