In the case of the Moneylenders' Bill, of course, that was a good example of something coming up without it having been known during the five year forecast exercise the year before.
MR POON: I fully appreciate what the DFS said about zero growth and not giving in at that particular time for more resources, but surely you are of the opinion there has been a difference of opinion, it was your view that the RG could accommodate that within
the ceiling ?
DFS:
Yes.
MR POON: But surely during that time you would also appreciate that the Lands Department, with the increasing number of companies, the searches and all the rest, the tremendous burden on this Department and the request for additional resources was fully justified?
DFS: Well, may I quote from the memorandum from DFS to the Secretary for the Environment of the 3rd September 1980.
