May I ask the DFS particularly on the increasing

of staff to handle the microfilming, are you aware of the lease expiration at the time. If the microfilming work is not done on time, that the lease has to be extended, because of the requirement

of that facility and the rent being paid is quite expensive.

DFS: I am quite sure my staff were aware of it, yes.

You still went through the hassle between the

Registrar General's Department and yours on hiring of staff to handle the microfilming project ?

DFS: I mean there was a difference of opinion between

the Finance Branch and the Registrar General. The difference was

with respect to their ability to accommodate additional requirements

17 within their ceiling at that particular time, in the two cases.

The Finance Branch did hold the view that if the Registrar General

was really determined to get the extra staff for the microfilming

he could have achieved it without actually upsetting certain other priorities.

But the ceiling was set quite rigidly without

really a financial review of the implications of not having additional

staff to handle the microfilming project. I understand at that time

there was zero growth in the civil service, I understand that.

Still, the implications of the additional rent that is being paid for not finishing the job on time is somewhat - quite a large sum of

DFS: It was very important that we didn't, that we were not seen to be giving way on a very tough policy that had to be applied at that time. Unfortunately, there was a difference of opinion and in the end the request, as it were, was not pressed. 35 Other priorities must have been higher in the then Registrar General's
