CHAIRMAN: Mr Poon.
MR POON: Thank you.
It's very enlightening to see that
4 progress has actually been made and do you agree that with a block
policy there will be substantial savings, and can you give us any indication what the likely savings will be?

DFS: I do agree that there are opportunities with regard
9 to obtaining discounts for employees' compensation and public
liability insurance, yes. As to how much we are likely to save, I'm afraid I don't yet know because, as I have said, the report which has recently been put together by a firm of brokers at the request
of DFS hasn't yet got back to me.

MR POON: I see.
DFS: I should be seeing it in the next week or two.
MR POON: Thank you.
One more question, DFS, is that I wish to refer to paragraph 93 in the Director of Audit's Report.
Can you please let us know the reason why Government should not
carry the risk of fire in subvented medical institutes forthwith
as has been now done in the schools? In that paragraph you say you are going to do it on a trial basis.
DFS: Yes. The Director of Education has reported that the cessation of schools being required to take out fire insurance
and the cessation of Government's need to subvent premiums have
been well received and have caused no problems so far. In the
Notes for Guidance of subvented medical organisations there is
sorry, this is on the point of loss or damage insurance, which perhaps you haven't raised yet. It looks as if we've made a good
start with schools.

MR POON: Yes. The question is: why didn't you start 36 with all of them instead of just picking up the schools to start with?
