Mr Chairman, perhaps I would like to say that the
manual we issue in fact stipulates that the developer is required to
provide the GIC facilities in accordance with a schedule to be drawn
up in consultation with the user department. In this case, what went
wrong was that the original indication from the user was for a games 6 centre as the Director pointed out. Subsequently, there was a change.

and because this project was the first of its kind as I have mentioned
earlier, there was inadequate co-ordination at the time, so this
situation developed. It is unsatisfactory. I think now with the
manual being issued to Departments to follow, I hope this kind of
mess-up will not occur.

SASI: The Accommodation Divison under my Branch in fact
is charged with the responsibility to co-ordinate these projects, ever
since we have taken up the task of issuing the manual and we will be
looking at the smooth co-ordination at every stage; at the initial
seeking of the premises, in consultation with the Lands Department; at
the stage when we send out bids to invite Departments to apply for their
use; at the stage when the schedule of accommodation was being drawn up
in liaison with the developer to ensure that their design and their plan
fit in to the requirements that is on the schedule approved by the user
Department. And subsequently at the conclusion stage when the Lands
Department or the Building Office is being notified of the readiness of
the premises to be handed over to the user department. Once the user
department took it up, after the premises are complete, then our job is
complete and we withdraw.
