DSW: If I allow the space to be used as a games hall, that means displacing other activities, e.g. if you ask me I would say a study and reading room in the children and youth centre is very much more required than a games hall. I accept fully what you say

but the space is limited and we have to provide the necessary

facilities in that space. We have already had to juggle with

the space by putting certain things on the upper floors because we also have some additional accommodation on the upper floors.

Why is the alteration work left to the voluntary agencies and not the Social Welfare Department ?

DSW: We do not normally carry out these works. Normally when the premises are allocated, any sort of alterations or decorating work that are required in that set of premises would be counted against the cost of the particular project and usually it is undertaken by the agency assigned to take up the project.

MR CHUNG: Don't you think if you assign the project to the voluntary agency earlier, then the situation may be better ?

DSW: We had the agency earmarked but it is just that we were arguing about who should pay the cost and then we had to get agreement as to the actual nature of the works. We had, for example, to get the Building Authority's approval of the propose alteration
