We do standardise. In public housing estates, yes,
we have standardised accommodation and we have schedules of
accommodation normally agreed for different types. In this case,
because the ceiling was about two to three times the normal room 11 height, it was not really suitable for a children/youth centre because of the echo effect and because it would be very noisy. 13 this particular case, it required a particular type of partitioning 14 which would, in fact, give us two reasonably sound-proof rooms,
one to provide a study and reading room which is a typical standard
provision in the C and Y centre, and the other to provide a play area. Now, the structural alterations were fairly complicated, they were included in the agency's original layout plans but the delay was really because we had to seek advice and we had to get information, for example, from the consulting company about load bearing beams, All this has taken some time.

We badly need one in that area because the population there is already 160,000 and the standard is that for any population of that size we should provide one children and youth centre.
