We then advised the agency to amend its constitution.
Now, all we can do in this case is to advise, but we must rely on
the agency to take the necessary action. But alongside this, we also required the agency to give us documentary proof that it had the ability to operate the service because we only pick up seventy
per cent of the cost. Now, unfortunately it took the agency something like seven months to produce the necessary evidence to satisfy us.

MR LEE: I see. May I now refer to paragraph 66 about
the day care centre for the elderly in the Provident Centre of
North Point. An occupation permit was issued in May 1984 and
the reserved space has not yet been taken over for use.
May I
know the present status of the situation and the reasons for this apparent delay ?
Yes. In respect of the welfare premises allocated
to us in the Provident Centre in North Point, there were in fact
a number of defects to the building which had to be rectified by the developer before the premises could be taken over by the client Government departments. Now, in fact, these defects were not rectified until September this year.
MR LEE: What is the present status now ?
DSW: The present status is that we now expect there are
two projects in this building. There is a children and youth
centre, we expect the children and youth centre to be operational
by mid-1987, and the day care centre and multi-services centre
for the elderly to be operational by September 1987. We are processing applications for Lotteries Fund for the services for the elderly. The other project we understand would not require
capital funding from the Government.
