theoretical loss to general revenue. Now in terms of the Urban Council's predicament or situation, I personally accept your predicament and explanation but it also has to be pointed out that

whenever rental is increased to Urban Council or rental increases

are paid by these hawkers and market stalls, it is going to accrue

to the revenue of the Urban Council and not to the general revenue.

Now, in taking consideration of the increase in rentals has the

question of rates been taken into consideration, or it has been as

usual said this is the business between that Government and the

individual stalls?

that if the rating problem were to be introduced at the same time as

this rent revision, it definitely would complicate matters and is likely to delay because of appeals and objections, it is likely to delay the implementation of the rental revision and hence in total

practice it would mean even more loss in revenue.
