Well I think that staff relations in an
executive department must be a matter for the head of that department and I have little doubt that staff will be kept informed by the head of department through the normal mechanisms that he has available to
him. I don't think that we need the steering group is to ensure
that we are working together in the same direction with the department. If there are problems with staff relations then it would be a matter
for the head of department to bring before the steering group and I
am quite sure they will when it is necessary.

CHAIRMAN:
MR CHAN:
Yes, Mr Chan.
Can I put this value for money study to
the acid test. Let's take the bottom line of each department's
expenditure. Which department has succeeded in spending less money
than last year or who has achieved the greatest percentage of savings
against the expenditure?
DFS:
I don't know the answer. I can only refer
to the sort of savings that we have already achieved. I think that
the very significant savings in junior staff in squatter control in housing is one, it must be amongst the, it must be the largest saving.
CHAIRMAN:
It may be big in number, it might be small
in percentage because the housing budget is the second largest of the Government budget.

Nevertheless it did involve a HK$41 million

saving.
