MR POON:
Thank you very much. Can you now tell us
how many value for money studies are scheduled to commence up to 31st March 1987 in addition to the 15 studies currently in progress?
DFS:
Mr Chairman, the way I would like to
13 approach that question is to explain that as previously suggested, 14 Finance Branch wanted to establish a time scale in which to set up
value for money steering groups in all the Government's major departments. As you know, at the moment we have I think it is seven, 17 seven of these already set up, and we are currently arranging for a
small increase involving two additional posts to enable us to service a much larger number of steering groups in the major departments and I am hopeful as we are very close to getting agreement for the additional two posts, our aim and target is to set up 32 steering

22 groups in all the major departments by the end of the coming financial
year, that is 1987-88. That is an additional 32 steering groups within 24 approximately the next 18 months.

May I now ask where steering groups have not
27 yet been established in the departments concerned, whether you have
encountered any difficulties in obtaining the agreement of the

29 Controlling Officers to the implementation of the recommendations 30 contained in the value for money studies.

Well I don't think that Members would expect
me to be able to say unequivocally that in every single case every 34 head of department has welcomed every single recommendation that has

come out of value for money studies. There are obviously occasions
36 when there may be differences of view as to whether the department is
