DTEIT:

The Vocational Training Council Sir, gave

no instructions to it's architects to continue and to proceed with the detailed plans, nor to prepare contract documents, simply because the finances or funds had not been approved, and therefore it didn't for obvious reasons give permission to the architects. They never- theless continued because I must admit that it was impressed upon them at various times in meetings of the Estates Committee and at other times by the Council, that there was some urgency in getting these projects finished and I think they went ahead in good faith that the money would be forthcoming, bearing in mind as I said that the Director of Architectural Services who was the man who normally

approves these things, was sitting on one of the vital committees of the Council and approved the design and the money would be forthcoming, and I think they went ahead and did it. But certainly the Council gave no written instructions and nor of course, did I.

MR POON:

And apart from the additional expenditure involved, can you tell us whether the redesign of the building caused

any delay in the opening of the Institutes?

DTEIT:

Yes Sir, it delayed one year and as a

result, in he very first year that they were open 6,650 students are

at the two Institutes and so the loss was in fact, of technical education for that number of people in our community.

Sir, in relation to the Director's answer

to Mr Poon, you did say that the Council did not give any direction

to the architect to go ahead and prepare detailed plans, nor have you as Director given them any permission?
