Planning at the moment we have according

to the Education Commission to try to get two floors, two extra floors on the top of two of our Technical Institutes but it may not be possible architecturally and we may have to build an annexe at one, and possibly an annexe at the other, but we are working on it. But no, we have no plans at the moment and the Education Commission have asked the Vocational Training Council to build another Technical Institute which would have been the ninth, but we have decided that there is a cheaper solution, we think.

But if you do, would you now subscribe to the notion that architects would be appointed rather than being entered into a limited design competition?

Well in that case, could you please enlighten us on your view on Paragraph 131 of the Report? It is reported that you Sir, as Director of Technical Education and Industrial Training, has maintained that in the absence of a limited competition for architectural design of the buildings, it would have been difficult for the Council to select an architect who could have produced a most cost-effective solution?

At that time! Yes, I remain of the opinion that at that particular time when the decision was taken, a limited competition was inevitable but not in the future. We do now have sufficient experience I think, and a design which is tolerable.
