the aesthetic appeal was not the only criterion which was given a high priority but site layout, operational efficiency, completing it on time, the management of the company and so forth were also given very high marks in the competition.

MR CHEONG:

But how come then that the budgets for the building of the two Institutes were lopped off by $45 million, and on account of that particular lopping-off by the Deputy Financial Secretary of $45 million the architects were sent back to the drawing- boards and they did produce a design that was compatible with the purpose of the VTC and according to what you just said, they are reasonably happy with the results?

DTEIT:

Obviously if we had paid more money we

would have had a better Institute!

MR CHEONG:

In what way?

DTEIT:

It would have had a better design, it would have had better student amenities and so forth, but we were forced the VTC was forced into accepting this particular sum of money; we did not wish to take a cut of $45 million, this was an arbitrary cut and no reason has ever been given to us for this particular cut, other than it had to be made. Had it been made quicker then obviously the architects would not have gone on doing the plans and in fact, within a very few days after the Estates Committee had met the Director of Architectural Services in fact replied to us to say that the design for the Sha Tin Technical Institute was acceptable, and so we naturally thought if he had said so as many months we were then delayed in fact, by the Finance Branch deciding what the amount of money should be.

So you say now there would be no more

Institutes being planned at this stage?
