to, as you know, look at the secondary school fees and we may well

take into account the tertiary level fees in fixing our criteria for

MR CHEONG:
Mr Secretary, is it true that the Government
do have a policy that there would be loans given to students who might otherwise be financially not possible to meet the fees in order that no-one if they are academically qualified should be deprived of the
13 chance of having tertiary education in Hong Kong?

Yes indeed. We have a policy to that effect
for both a combination of loans and grants, and the aim of the polic is to ensure that no-one is deprived of the chance of tertiary educati simply by lack of funds.

So given that there is in existence of this
particular scheme and given that there is in existence of a policy tha
a reasonable share of the cost ought to be recovered from the general
public, then why has it taken so long for the Policy Branch to look into the issue of what sort of percentage of fees are being recovered. Is it through too much work or is it through an oversight or is it through any other reason?

I think what Mr Cheong has mentioned, since the Government policy is do not deny anyone qualified for tertiary 32 sector education, not because of the financial means which you have
loans and grants in the past even as a Government policy; what

Mr Cheong was asking, why has it taken so long for Government to look at that tuition, charged at the tertiary education sector, to revise it
