for determining the level of school fees and I understand that formerly in 1978 papers it is about 15%. Apart from the percentage,
would the review of school fee level take into consideration other
factors including the inflation and also the lapsing behind of these years because in July 1986 the Governor in Council approved increase in school fees that will reinstall the fees to their 1978 values only

As I said, we haven't yet discussed the criteria which we will follow. We simply have the decision so far
to restore the 1978 levels. We are about to hold meetings to agree
on criteria for future revisions. But my preliminary thinking is that we would aim to achieve a level of about 15% revised annually so as to keep up with inflation but this is subject to further
discussion.
