Mr Director, you are you were of the view that it would be irresponsible of Government to follow the policy of revising the fees regularly whilst the debate on the provision of 11 years of free education was going on. Has this particular view been ever documented in your internal memos or discussions with Education Advisory Board or in relation to some sort of a report of policy implementation or review of the progress of policy implementation to the Policy Branch. Yes, Mr Chairman, we did in fact in 1982 propose revision of fees in relation to a proposal at the time to abolish the JSEA. This was way back in '82 in fact, it was in fact four years ago which we recommended this one. On record of course the Government did not favour our original proposal at the time, to abolish the JSEA in total because of the huge cost involved, so this was not pursued. If it were pursued, would have raised fees in '82, four years ago.

This was documented and was within Government's discussions in fact with the Chief Secretary. And also during that time of course we have been looking at fees all the time and the question of updating the fees and charges had always been undertaken, is the question of not implementing those fees which was the point at issue. In other words, fees were reviewed regularly but they were not revised because of these policy impending policy changes.

Yes, may I, Mr Director, ask in this case. Because education is a continuous process. I mean, you know, we have 30 education commission report number one, number two, and more will come. 31 I mean, this all has to do with the subject of education or the policy 32 of education. If based on what you said, as a continuous review, then

33 we will never have a chance to review our fees in that case.

34 know, I am reading this report from the Director of Audit that the 35 Secretary is now in general agreement that fees now must be looked at

on a regular basis and school fees should be reviewed annually. Now
