Within the total expenditure figure, a sum of
$1.6 billion has been allowed for additional commitments
and contingencies. Without making any assumptions or
promises, this figure allows for possible salaries
adjustments, and for the usual range of new and unforeseen
iie, that arise each year.

Provision is made for transferring a total of
$6.6 billion to our various funds to finance capital
expenditure.
