In the event of a sudden operational emergency or natural disaster, you are empowered to assume operational control of non-assigned forces (except transport aircraft operating in the strategic role) which are within your Operational Area, reporting your action to the Chief of the Defence Staff.
12.
The Captain-in-Charge Hong Kong may be given responsibilities
by the Commander-in-Chief Fleet involving operational control
of naval units outside your Operational Area.
13.
If you intend to be absent from Hong Kong for any length of time you are to inform the Chief of the Defence Staff and
arrange for the Commander Land Forces to assume temporary command. If the Commander Land Forces is not available, command
will devolve upon the next most senior officer on station within
the chain of command.
PLANNING AND CONDUCT OF OPERATIONS
14. You are responsible to the Chief of the Defence Staff for
the planning and conduct of all operations carried out in your Operational Area. Your responsibilities to the Governor in
this respect are defined in paragraph 7.
15. You are to exercise general supervision of the Joint
Service Intelligence Staff, detailed terms of reference for
which are issued by the Ministry of Defence to the Head of Service Intelligence. You are to ensure that the Head of
Service Intelligence acts in accordance with instructions issued
by DGI and:
a.
Collects, analyses and disseminates intelligence on
the areas for which he is responsible.
b.
Processes reports from other sources on the specified
areas of interest including those concerning the security
of the Territory of Hong Kong.
