members of the RHKR (V) could transfer; if these APF specialist units were to be established, they might also attract
former garrison LEPS.
4.
Civil Aid Duties. The voluntary Civil Aid Services (CAS) are to be expanded to compensate for the loss of the natural disaster support available from the Garrison.
5. Specialist Tasks. In the main, auxiliary organisations are considered unsuited to assume the specialist and engineering tasks of the garrison. It is therefore proposed that:

The Police would take over all responsibility for bomb disposal and anti-sniper operations following appropriate increases in manpower, training and equipment.
b. The Electrical and Mechanical Services Department would handle the Garrison's engineering tasks.
The possibility of the voluntary Auxiliary Medical Service (AMS) taking over the RN diving decompression service is under consideration. This would be the only special task undertaken by an auxiliary organisation.

6. Timescale. The Police Force aims to complete expansion of the PTU as soon as practicable before 1997 to allow maximum time to build up experience and demonstrate capability. major limiting factor is the present capacity of the PTU Training Depot but an expansion project should be completed by 1989. Thereafter, the aim is to complete a phased expansion to deploy 2 PTU companies in 1990, 2 more in 1991 and the final 2 PTU
the companies in 1992. The intention is that, at each phase, available PTU companies would take over sections of the Border from Army units - initially operating jointly to gain experience. The Police consider that the PTU could be ready to take over full responsibility for the Border by 1 Jan 93.
