Our tel. no. 117 refers. I enclose a letter from John Boyd to David Wilson (which constitutes our "report" on the Boyd-Qiao discussions), and a copy of Qiao's letter/ report to Ke Zaishuo.

The Chinese asked us to adopt the form of a personal letter, to match theirs. We thought that there was no point in quibbling over this, especially since the Chinese had had no comments of substance. But the result is a rather more stilted style than you might expect in internal correspondence; the draft was originally designed as an impersonal record.
