BASING THE JOINT LIAISON GROUP IN HONG KONG FROM 1988
1. I attach a draft paper on this subject prepared in
consultation with HKD. It has not been cleared in this form by
the Administration, although an earlier version of the paper
seen by the personnel departments.
2. Further discussion is needed before the paper can be

test reactions to the idea of continuing to
base our Senior Representative in London for
an initial period;

with the Administration with a view to early
decisions.
It is clear that our office must be adequately staffed
from the outset. But I am acutely conscious that the ideas set out in the paper may need to be modified in the light of the
resources which can be made available. There is a limited
number of officers with the background and experience necessary
to fill the more senior slots which we have identified.
4. For this reason I should very much welcome a preliminary
word with you before I go to Hong Kong.
5. The question of accommodation for our office (and for the
officers who will be posted to Hong Kong) is being pursued separately. Here, too, early decisions will be needed
