SECRETARY OF STATE'S VISITS TO THAILAND
(20-22 APRIL),
AUSTRALIA (22-25 APRIL) AND NEW ZEALAND (25-27 APRIL)
1.
The Secretary of State will be visiting Thailand, Australia and New Zealand between 20 and 27 April. He will be accompanied by Mr Gillmore and the Heads of SPD and News Department.
2. This minute calls for General Background Briefs for talks in all 3 countries and specific briefing for
Australia and New Zealand. SEAD will issue a separate call for specific briefs for Thailand.
3. This is the first visit by a Foreign and Commonwealth Secretary to Australia since 1972 (excluding the Melbourne CHOGM) and New Zealand since 1981. In Australia the Secretary of State hopes to have talks with the Prime Minister Mr Hawke, the Foreign Minister Mr Hayden, the Minister for Defence Mr Beazley, the Minister for Resources and Energy Senator Evans and the Trade Minister Mr Dawkins as well as meetings with Opposition leaders. The purpose will be to exchange views on international issues in which Australia has an increasing interest (often diverging from UK policies), to strengthen our influence on Australia and to encourage the Australians to pay more attention in future to UK concerns.
4. In New Zealand the main objective is to urge the New Zealand Government not to cut itself off politically from wider world concerns and to retain its support of general Western interests. Talks are planned with the
Prime Minister Mr Lange (who is also Foreign Minister), the Ministers of Defence, Finance, Overseas Trade and Agriculture as well as with Opposition leaders.
5. The General Background Briefs (listed in Annex A) will be used for the whole trip. They should be as short as possible, taking account of the Secretary of State's knowledge of the subject. They should include any special angles for the countries to be visited, clearly headed as
