CHINA: SECRETARY OF STATE'S MEETING WITH FOREIGN MINISTER WU IN BANGKOK, 21 APRIL
1. You are accompanying the Secretary of State for his meeting with the Chinese Foreign Minister in Bangkok on 21 April, and asked to see the briefing prepared for the previous meeting (in Berne on 27 March). I attach a copy of that briefing together with Moscow TelNos 502 and 506 which show the ground covered (primarily a long dissertation by Wu on China internal and a discussion about the forth- coming Moscow visit).
2. We are still considering the possibility of a very short (one side of paper) minute on points for the Secretary of State to make in Bangkok in conversation rather than over the negotiating table.
