SECRETARY OF STATE'S VISIT TO JAPAN 7-13 JANUARY** BRIEFS
1.
Following Robert Cooper's minute of 27 November (not to SPD, copy now attached) we should now like to ask for briefs for the Secretry of State's talks with Mr Uno about Asia. The Japanese will lead on this subject, having given us a paper on it beforehand. We hope to have the paper before Mr Gillmore, Mr Braithwaite and Mr Cooper travel to Tokyo for preparatory talks with MFA officials on 14/15 December. Ideally you would want to prepare briefing for these official level preparatory talks after sight of the Japanese paper. We are pressing them for it. But we should be grateful if you could in any case prepare briefs for the official talks, with a sort of mock content for the Ministerial talks to follow in January. Amendments would be made in the light of the advice of Mr Gillmore and Mr Cooper in the week before Christmas (further updating in the New Year being kept to an absolute minimum).

I should be grateful therefore for briefs in standard format in draft by noon on 11 December. They should be limited to essential background to cover what
Mr Gillmore/the Secretary of State need to be reminded of, with a few points to make. The title and brief numbers should be:
