SECRETARY OF STATE'S VISIT TO JAPAN : 7-13 January CALL FOR BRIEFS
1. I attach a list of briefs required for the Secretary of State's visit, indicating lead Departments as appropriate.
2. Briefs 2-7 have already been prepared in preliminary form to assist Mr Braithwaite, Mr Gillmore and Mr Cooper who are in Tokyo on 14 and 15 December for talks (the "John the Baptist" talks) with their opposite numbers designed to pave the way for the Secretary of State's visit (Mr Cooper's minute of 27 November, not to all, refers). These briefs, which will form the core of the Secretary of State's briefing, may need to be updated following the return of Messrs Cooper and Gillmore on 16 December (Mr Braithwaite will be returning later, following a visit to Hong Kong). We shall be contacting departments concerned as appropriate later this week, when we know what is required.
3. In the meantime we would be grateful if departments indicated could prepare briefs Nos 8-11 in standard format (as enclosed sample, for non-FCO Departments) and in final form by close of play on Monday 21 December.
We envisage briefing for the Secretary of State's individual calls (apart from the talks with the Foreign Minister) to be limited to Points to make, with briefs 2-7 serving as background as appropriate. ECD(E) (in consultation with MAFF) may wish to provide some additional background for the call on Mr Sato.
4. It would be helpful if OT2/DTI could provide a full brief on UK/Japan Trade Relations, and other DTI interests, indicating any points which they would particularly wish the Secretary of State to make. Sir Geoffrey Howe will not be
