The various speaking where necessary the constraints upon HMG. notes provided seem to me to strike the right balance, but Lord Glenarthur will no doubt wish to go over them carefully at the briefing meeting arranged for 9 September. There one or two points where some updating will be necessary and I will have a few detailed comments.
