Vietnamese Refugees and Ex-China Vietnamese Illegal Immigrants
Background
Media gave extensive coverage to influx of ex-China Vietnamese illegal immigrants into HK. Coverage has however diminished following agreement reached with the Chinese authorities on repatriation of Vietnamese to China. Illegal immigrants now returning to China in batches. On arrivals from Vietnam and VRs now stranded in HK, there have been consistent calls on HMG to do its part to help HK solve problem. Britain often accused of not doing enough in this respect. Annoyed Legco members reportedly threatening to seek direct dialogue with Hanoi over repatriation of economic migrants to Vietnam. closed camp policy, there have been reports that closed camps not effective as deterrent and that policy is being reviewed.
Possible Areas of Interest to Media
On
(A) Allegations that HMG continues to refuse to enter into talks with
Hanoi over repatriation of economic migrants despite persistent calls in HK community for opening of talks. Demand for tangible action by HMG.
Line to Take: Repatriation of those who are essentially economic migrants may ultimately be only durable solution, but many difficulties in implementation. Need agreement of Vietnamese Government to take back those who have left. Not so far forthcoming. Also need assurance that those returned would be reasonably treated. But HMG fully aware of burden borne by Hong Kong. Will do all we can to help. Vietnam bears a heavy responsibility for policies which result in thousands of their citizens risking death at sea and in failing to co-operate in either a safe and legal method of departure for those who have a legitimate prospect for settlement elsewhere or a method of returning those who do not.
(B) Britain's commitment in helping HK solve VR problem.
Line to Take: Stress HMG's continuing commitment to HK. Announcement in May this year of decision to accept 468 VRs from HK is clear evidence of commitment. Main effort remains finding more resettlement places. HMG taking active steps on this. Resettlement alone is not sufficient. Concerted international action aimed at durable solution required.
(C) Future of closed camp policy.
Line to Take: Nobody likes having to administer closed camps. But fully appreciate need for closed camps to deter further arrivals from Vietnam, particularly when prospect for resettlement are declining.
