VISIT TO GUANGDONG PROVINCE, PEOPLE'S REPUBLIC OF CHINA

Thank you for your letter of 19 June to Iain Orr, who has left the department to take up appointment as Consul-General, Shanghai.

In general terms, we very much support the type of contact which you have developed with Guangdong province, while leaving it to you and Guangdong to identify particular areas for possible coperation. Our intention is to broaden and deepen the excellent bilateral relations which we enjoy with China following the 1984 Joint Declaration on Hong Kong and last year's State Visit to China.

We would be very happy to see a Scottish Office Minister visit Guangdong if you and the Chinese think this would be the appropriate next step forward. We would be happy for you to explore this direct with Guangdong province, though we would be grateful to be kept informed so that we could advise on suitability of dates and programme content. Your Minister should certainly consider a brief stop-over in Peking (to meet the education authorities), before visiting Guangdong, and might also want to conclude with a visit to Hong Kong. We have the prospect of one or two other Ministers visiting China this autumn, so it might be preferable if you were to think in terms of a visit in 1988.

I am copying this letter and yours, to our Embassy in Peking, to the British Trade Commission in Hong Kong (who handle the UK trade links with Guangdong) and to our Hong Kong department (who would be interested in any supplementary visit to Hong Kong.
