The Republic of Korea, as the world's most advanced NIC and a key country in the context of Asian East-West relations, merits an early visit by Lord Glenarthur which should best take place after the Presidential handover but before the Olympics. Important to keep up the momentum in our politial relations, following the Prime Minister's visit. The improved prospects for democratic progress strengthen the case
