Most of the briefing will be produced within Hong Kong Department,
with some contributions from the Hong Kong Government. There is no
need for any briefing to be prepared elsewhere within the FCO.

Governor, with ExCo and with OMELCO and others, together with

Steering brief
A copy of the programme, personality notes of leading figures
in the Hong Kong Government and a map will be annexed.
General "Mood" Report on Hong Kong (to be telegraphed to us by
the Hong Kong Government on 15 September)
Meeting with ExCo. This will comprise:
i)
a draft statement
ii) a background note on the functions and composition of ExCo
iii) personality notes on the unofficial members of ExCo.
Representative government
5. Basic Law (including longer term issues in structure of
government)
6.
Implementation of the Joint Declaration (including all topical
JLG issues).
7. Renegotiation of the Defence Costs Agreement
8.
Defence and public order
(including the withdrawal of the British garrison, the proposed
expansion of the Hong Kong police and our exchanges on the subject with the Chinese)
